Trenchless Technology programs have historically had some significant problems in the industry ensure quality of service and installation in order to obtain value for investment. Cities and Municipalities typically issue tenders for Trenchless Technologies in the same fashion that they always issue general construction tenders. It is time we took a look at how we tender trenchless technology works. Just as there are significant differences with how work is carried out between traditional construction and trenchless technology construction, so too there are differences in how the works should be programmed and tendered in order maximize our return on investment. This will not only provide significant benefits to individual sewer and water system owners but to the industry as a whole. By ensuring that trenchless technologies are tendered in a suitable manner, we also increase the probability of obtaining successful projects and programs. Thus we will all (the industry) see greater investments made in the industry by the Trenchless service providers (Contractors) and in turn more investment into the technical advancement of all trenchless technologies. In 2002 the City of Hamilton introduced a new approach to their implementation of their CIPP sewer rehabilitation program. This approach was intended to address various problems which had plagued the Citys programs in the past, including cost effectiveness, quality of installation, service level provided by the contractor, high management overhead etc. This paper will outline he approach taken to produce a contract that effectively addresses these and other issues and the benefits gained by the City over the 3-year duration of the contract.
